Is it possible to watch a recording on my DVR without it being connected to cable?

I recorded a couple of tv shows for my father, who does not have cable, and let him borrow my DVR box so that he can view the shows at his house.
He cannot get to the DVR menu, the DVR hangs on the welcome screen and reads “Verizon FIOS TV” “Starting up… one moment please.”
